Indonesia Overflight Permits

This post will cover new overflight requirements in Indonesia.

Indonesia is enforcing overflight permit requirements for aircraft overflying the Riau and Natuna Island chains within the Singapore and Malaysia flight information regions (FIRS). The island chains in question are indicated in the red boxes. 

These requirements have not yet been published in the Indonesia AIP however, there are reports that aircraft without an Indonesian overflight permit in these areas are getting intercepted and/or fined. It looks like Indonesia overflight will be required in the following airway segments within the Singapore or Malaysia FIRS:

Additional details on obtaining Indonesia overflight permits:

  1. Indonesian overflight permits must be requested via a local agent that is registered with the Directorate General of Civil Aviation.
     
  2. The lead time for overflight permits is 3 to 5 working days. Adherence to this timeline is strict as the permit must go through three separate divisions before being approved. For a timely turnaround, be sure to apply for a permit during weekday hours, excluding holidays.
     
  3. To obtain complete overflight clearance for Indonesia, the following approvals must be obtained:
    a. Diplomatic Clearance from the Ministry of Foreign Affairs
    b. Security Clearance from the Indonesian National Armed Forces Headquarters
    c. Flight Approval from the Ministry of Transportation
     
  4. Document Requirements:
    Aircraft Registration Certificate
    Aircraft Airworthiness Certificate
    Aircraft Worldwide Insurance Policy
    Pilot and Copilot License and Medical Certificate
     
  5. Information Requirements:
    Aircraft Operator
    Aircraft details (Registration, Callsign, Type)
    Full itinerary
    Full Crew details
    Full Passenger details
    Full Cargo details
 
Note that airways N875 and N884 are located near The Natuna Islands which are still considered Indonesian territory, although they are in the outer region. Thus, all air traffic flying or passing through the area require an Indonesian overflight permit. 
Please also note that the following airways are controlled by Singapore FIR but they also pass through Indonesian airspaces: M758, M646, M767, G334, M761 and G580.
 
According to Civil Aviation Authorities and the Ministry of Defense Force, there are no exceptions made for flight levels or altitudes. 

Permit Validity

Permits are normally valid for between 72 hours and 1 week.

Permit Format

The permit is issued as Number, Number, 'NONSCHED-INT/' then the year, which should be placed in Field 18 of your flight plan in the format RMK/PERMIT INDONESIA 9153/1321/NONSCHED-INT/2015.

Per the Flight Services Bureau, Indonesia has a reputation for excessively strict enforcement of permit rules, so please be sure to check flight details for all Indonesian operations.
